What is Accountability?
Conpes document 3654 indicates that accountability is the obligation of an actor to inform and explain its actions to other(s) who have the right to demand it, due to the presence of a power relationship, and the possibility of imposing some kind of sanction for inadequate behavior or rewarding outstanding behavior. It is the duty of the authorities of the public administration to respond publicly, before the demands made by the citizens, for the management of resources, decisions and management carried out in the exercise of the power delegated to them.
What does Accountability entail?
It implies a permanent process through various spaces for dialogue, deliberation and communication, in which public administration authorities must inform and explain to citizens the results of the management entrusted to them and submit to social control: that is, public review and evaluation by citizens of their management. It is a new way in which the administration relates to the community.
Who is accountable to the public?
In accordance with the provisions of Law 489 of 1998, all public administration entities and agencies have the obligation to develop their management in accordance with the principles of participatory democracy and democratization of public management. In compliance with this provision, these organizations must render accounts to the public.
Elements for the satisfactory process of Accountability to the public
- Publicly report on management and ensure that the public has access to information.
- Explain and justify actions and decisions in order to exercise the responsibilities entrusted.
- Be open to public evaluation in spaces for deliberation with citizens.
- Incorporate citizen petitions into public policy design and execution processes.
Tecnologías de la información para la rendición de cuentas
Set of technologies oriented to allow access, production, processing and communication of information presented in different codes, whether text, image, sound, video, etc. Electronic media facilitate accountability on a permanent basis, encouraging, in public entities, the daily habit of communicating and interacting with citizens. Information and communication technologies are a fundamental support in the creation of accountability culture, since they facilitate access to public information while complementing spaces for dialogue through the use of platforms and means of interaction (Source: Technical DFP 6).
